Volunteer Income Tax Assistance (VITA)
VITA provides free tax assistance for low to moderate income families, ensuring clients get access to tax credits for which they are eligible. 75% of all refunds stay with the local community. VITA provides financial products and services to promote long-term savings and improve financial stability.
Since 2003, CCS has prepared more than 53,000 returns, with refunds of over $80 million.

Low Income Taxpayer Clinic of Southern Arizona
The Low Income Taxpayer Clinic of Southern Arizona has a Tax Attorney as well as an Enrolled Agent on staff, supported by law students, student paralegals. We provide free legal assistance for taxpayers who have an issue before the Internal Revenue Service, including U.S. Tax Court. We host workshops on tax-related topics and pop-up clinic days in all five counties we serve.
Our clinic also acts as an advocate for taxpayers in our area by providing information about tax policy changes, developing continuing education programs, and working with the community service organizations as part of their wraparound services to help individuals who need our services.
The Clinic welcomes individuals with disabilities or those with limited English-speaking abilities, regardless of age.
(We do NOT prepare tax returns in our clinic. If you need help with tax preparation, please call Catholic Community Services’ VITA program.)
The Taxpayer Clinic of Southern Arizona provides legal representation on tax related matters such as:
- Innocent/injured spouse relief
- Liens and levies
- Collection alternatives
- W-2/1099 issues
- Audits or examinations
- Identity theft
- Earned income tax credit appeals
- Deficiency notices and tax court
To qualify for services, household income must be below 250% of the federal poverty guidelines, and your controversy amount must be less than $50,000.
We serve Cochise, Greenlee, Graham, Pinal, Santa Cruz, and Pima counties.
We also provide assistance to Southern Arizona’s tribal members, including:
- San Carlos Apache Tribe
- Tohono O'odham Nation
- Pascua Yaqui Tribe
- Gila River Indian Community, including the Akimel O'odham and Maricopa people

You should be prepared to answer questions regarding your eligibility status, and provide relevant information that may effect your tax issue including:
- Current income records such as pay stubs, receipt’s and 1099’s
- All letters, notices, bills or correspondence from the IRS
- Copies of ALL letters written to the IRS
- Copy of tax return in controversy
- Copies of all tax returns filed in the past 5 years
- Any other papers that pertain to your tax disagreement
- Online transcript
